2.A. Superintendent's Report
Description:
1. The 2025 MSBA Delegate Assembly meeting is scheduled for Friday, December 5, and Saturday, December 6, 2025, at the DoubleTree by Hilton Hotel Bloomington - Minneapolis South (7800 Normandale Boulevard, Minneapolis, MN 55439).
MSBA Legislative Policies are adopted through the Delegate Assembly — which is recognized as one of the most effective grassroots approaches of any of the interests represented at the state Capitol. School board members from throughout the state are elected for a two-year term by their peers to serve as Delegates. Each December, Delegates discuss and vote on various legislative resolutions submitted by school boards and individual school board members. Those resolutions that receive a majority vote, as well as positions adopted during previous years, become the basis for MSBA staff lobbying efforts on behalf of all public school board members in the state. 3. The September School Board Meeting is set for Monday, September 8th due to the Labor Day Holiday. 4. November Board Meeting Date: Reminder the November meeting is scheduled for Thursday, November 13. 5. The window is open for Board Member Filing. It will remain open until August 12 at 5:00 pm. There is a $2 filing fee. Legal notices have been placed and information has been put on social media. 6. Entering this school year, the Minnesota State High School League is providing a credit to Member Schools’ membership fees of approximately $1.35 million. These credits will result in Membership Dues of $100 per school and $85 per activity. The credit once again eliminates the per-student fee that is typically part of membership dues. It is the third consecutive school year that Member Schools will receive a membership credit. 7. The insurance committee met on Thursday, July 31, 2025. We heard from Jon Cich from USI about our current proposals. USI is continuing to work on improving our proposals. We will have an increase in insurance costs, however that number is yet to be determined. The board approves these rates. We will need to have a special meeting on or after August 11 when our numbers will be finalized. 8. On Tuesday, July 29 there was a joint meeting that took place with the City of Becker, Sherburne County, Becker Township, and the School Board. The goal of the meeting is to identify ways we can work together to make our region stronger and more efficient. We broke into groups to discuss facilities, transportation, and parks and recreation. We look forward to continued discussions and opportunities for growth, efficiencies, and collaboration.

3.E. Designation of Identified Official with Authority (IOwA)
Description:
MDE requires annual school board action designating a district official to authorize user access to secure MDE websites. These websites are routinely used by school staff to submit and access information. Examples include: Accountability Reports, Assessment Reports, Early Education Reports, and Finance Reports. I recommend designating the superintendent as the Identified Official with Authority (IOwA) to authorize user access to MDE secure websites.

4. RESOLUTION ACCEPTING DONATIONS
Description:
Policy 706 Acceptance of Gifts permits the school board to accept donations or gifts under the terms of the policy. I recommend accepting the gifts as described in the enclosure. Thank you to those who have donated to our schools and students.
