7. DISCUSSION AND ACTION ITEMS:

7.a. Discussion and action to consider an order authorizing the defeasance and redemption of a portion of the District's outstanding unlimited tax bonds and approving all other instruments and procedures related thereto.

7.b. Discussion and action to adopt a Resolution making findings under Texas Tax Code Section 26.042(e) regarding the March 2025 severe storm and flooding disaster declared by the Governor for Hidalgo County, and authorizing adoption of a Tax Year 2026 maintenance and operations tax rate exceeding the District's voter-approval tax rate without an election.

7.c. Discussion and action to approve Tax Year 2026 Tax Rate Calculation Worksheet, including the no-new-revenue tax rate and voter-approval tax rate calculated for the District. 

7.d. Discussion and action to adopt the Edcouch-Elsa ISD Tax Rate for Tax Year 2026 (2026-2027 school year), including a maintenance and operations tax rate and an interest and sinking fund tax rate, at a total tax rate that exceeds the District's voter-approved tax rate. 

7.e. Discussion and Action to approve the renewal of Property and Casualty Insurance for the 2026-2027 school year. 

7.f. Discussion and action to award the dental insurance plan for the 2026-2027 school year. 

7.g. Discussion and action to approve the resolution to change investment officer to Dr. De Hoyos and Tony Garcia. 

7.h. Discussion and action to approve United Healthcare medical rates.

8. CLOSED SESSION:  The superintendent requests that the Board of Trustees convene in closed meeting as authorized by the provisions of the Open Meeting Act, Chapter 551 of the Texas Government Code.  This executive session is in accordance with the Texas Government Code Section:

8.a. 551.074 for the purpose of discussing personnel, considering appointment, employment, resignation, retirement, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.

8.a.1. Discussion on employment of Chief Financial Officer. 

8.b. Consultation with legal counsel regarding a.)  pending or contemplated litigation b.)  settlement offer; or c.)  matter in which the duty of the attorney to Edcouch-Elsa Independent School District under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Government Code (TX.Gov't. Code 551.071)
