10.B. Third Reading, FY 2027 Budget
Description:
PERTINENT FACTS Contracted Business Manager Lucienne Smith presented the third proposed budget for FY 2027 to the Board during the work session held prior to tonight’s meeting. As outlined in the FY 2027 Budget Process and Timeline, which was included in the February 2026 Business Report and the cover letter for this budget proposal, the budget goes through at least two readings before a final proposed budget is brought to the Board for consideration and approval. The FY 2027 Budget presented this evening is balanced and is being presented for Board approval.

Description:
Recommendation It is the Administration’s recommendation that the School Board approve the first reading of BP 4112.6/4212.6/4312.6, BP 4112.8/4212.8/4312.8, BP 4112.10, BP 4112.61/4212.61/4312.61, and BP 4113, including AASB recommended revisions, and advance the policies to a second reading. Pertinent Facts In accordance with Board Policy (BP) 0500, Review and Evaluation, the School Board conducts an ongoing review of district policies throughout the year. In December 2025, the Alaska Association of School Boards (AASB) released updates to Article 4 - Personnel. The policies listed above were included in those updates and are presented to the Board for second reading and consideration. |

10.C.1. BP 4112.6/4212.6/4312.6 - Personnel Records
Description:
Pertinent Facts This policy explains how the District keeps and protects employee personnel records. Records are maintained for all current and former employees and are kept confidential. Only the employee, authorized individuals, and designated administrators may access them. Employees also have the right to review their own files, be notified if negative information is added, and respond to that information. The policy also follows Alaska law by balancing employee privacy with public access to certain records. While most personnel information is kept private, some records—especially for higher-level positions—may be publicly available. The School Board may review personnel records only in specific situations, such as during executive sessions, to ensure legal compliance and proper oversight.

Description:

Recommendation It is the administration's recommendation that the Board approve Professional Services Contract #2026-1003 with Alaska Business & Education Services, Inc., for Accounting and Business Services. Pertinent Facts: Alaska Education and Business Services, Inc. (AKEBS), has been providing accounting and business services for the District since 2007. During this time, AKEBS has provided the District with exceptional accounting and business services. This contract is for services provided for FY 2027. |
