Description:
As a subscribing member to AASB’s Policy Online Service, you are able to access and explore the model policy updates. Some policies have been updated due to statutory or regulatory changes, and thus require district adoption to make sure you are in compliance with state and federal laws and regulations. Other updates are optional for adoption, but are recommended. Sometimes these deal with specific issues and other times they may be policies that we identify or others have forwarded to us that are not compatible with today’s best practices. All of the AASB policy updates have been legally vetted so that you can be assured they are in compliance with state and federal laws and regulations. In addition, all updates contain cross-references to current board policies as well as laws and regulations. |

10.C.1. BP 4180/4280/4380, Residency and Remote Work
Description:
Pertinent Facts This new policy outlines expectations for employee residency and remote work. It encourages staff to reside within district boundaries to support community engagement while allowing exceptions for qualified candidates who live outside the district, with Board approval. The Superintendent or designee will establish procedures to implement this policy. Adapted from the Dillingham City School District, this AASB model policy balances local presence with hiring flexibility.

Description:
Pertinent Facts This policy update reflects current statutory rules on when a student may begin school, based on their age at admission. It also includes the statutory provision stating that students who are suspended or expelled are not guaranteed admission.

10.C.3. BP 5138, Student Possession and Use of Portable Electronic Devices Including Cell Phones
Description:
Pertinent Facts This policy makes a number of changes to the model cell phone policy, in light of HB 57. It provides districts several options on how to regulate cell phones in schools, and provides clarifying definitions. Surveys were sent to parents, students, and staff requesting feedback for this policy update. The Board will review the results of the surveys during the November 19, 2025, work session. This input will help inform the Board's discussion and decision-making as it finalizes this policy. AASB identifies that policy regarding cell phone use will vary by district needs and intentions, and this model policy should be updated as desired.

11.A. Memorial Tribute and Proclamation for Debbie Fehr
Description:
Recommendation: It is the administration's recommendation that the Board of Education approve Proclamation 2026-01 recognizing Debbie Fehr's contributions, leadership, and dedication to the District. Pertinent Facts: This agenda item provides an opportunity for the Board and community to honor the life and service of Board Member Debbie Fehr, who passed away during her term. A formal Proclamation recognizing her contributions, advocacy, and dedication to the District will be presented. The Board will also hold a brief memorial tribute, including a moment of silence and an opportunity for Board members, staff, and community representatives to share statements of appreciation and recognition in Debbie’s memory.

11.B. Declaration of Vacancy: Board of Education Seat D
Description:
Recommended Motion: It is the administration’s recommendation that the Board of Education declare Seat D vacant due to the death of the seated Board member and authorize the administration to advertise and accept applications to fill the vacancy until the next regularly scheduled election in October 2026. Pertinent Facts: Board Bylaw 9223 outlines the process for filling vacancies and requires the Board to appoint a replacement within 30 days of declaring the seat vacant. Description:
Recommendation It is the Administration's recommendation that the School Board move BP 2210 Administrative Leeway in Absence of Board Policy , BP 2230 Representative and Deliberative Groups, BP 2250 Teacher-in-Charge/Principal/Lead Teacher's Designee, BP 2300 Conflict of Interest to a second reading. Pertinent Facts Following the direction of BP 0500, Review and Evaluation, the School Board reviews policies throughout the year. Description:
Pertinent Facts: BP 2210 includes minor updates to align with AASB's model policy. This policy allows the Superintendent to take necessary administrative action when no Board policy currently addresses an issue, while keeping the Board President informed and bringing any needed policy updates to the Board for consideration.

Pertinent Facts: BP 2230 includes minor updates to align with AASB's model policy. 12.B.4.a. AR 1260 Visits to the Schools
Description:
Pertintent Facts: AR 1260 clarifies expectations for school visitors, requiring all non-staff and non-students to sign in at the school office and allowing temporary limits on visitor access during certain times. The regulation outlines standards of conduct for all individuals on school property or at school events, prohibiting threats, harassment, property damage, disruptive behavior, illegal activity, possession or use of alcohol or illegal substances, and unauthorized classroom recording. It authorizes building administrators to direct individuals who violate these expectations to leave school grounds and to seek law enforcement assistance when necessary. A minor change has been made to the last paragraph to clarify who is included as building administrator.

Pertinent Facts: This regulation reflects the current terms of the Alaska Performance Scholarship Program, following the adoption of HB 148 in 2024. Description:
Pertinent Facts: The proposed revision to the District’s Distracted Driving policy updates language to strengthen clarity and reinforce safe driving practices. The change removes the requirement for employees to activate the "Do Not Disturb" feature on mobile devices. It also clarifies that employees must pull over and park the vehicle if a call must be made or received, if a text must be made or read, or if a mobile electronic device must be used in any other way.
