1. The current Board President will open nominations for Board President. 

2. Nominations: The election process begins with nominations for school board president. Board members may nominate themselves or be nominated by other members. There is no requirement for a formal second for each nomination.

3. Voting: Once nominations close, voting occurs for each candidate.  The method of voting is roll call vote.

4. Majority Requirement: Robert's Rules of Order states that a majority vote is required to elect a president. If no candidate receives a majority of votes cast, additional rounds of voting take place, eliminating the nominee with the fewest votes after each round until one candidate secures a majority.

The proposed updates clarify responsibilities for conducting elections and the qualifications of candidates and voters. Two updates have been made for this reading:

1. Text to allow ASC membership for immediate family members whose child attends the local school, even if they don't live in the attendance area for the school, as long as they meet the other requirements.
2. A change to the allow the superintendent or designee to oversee the district's obligations for the ASC elections.

It encourages staff to reside within district boundaries to support community engagement while allowing exceptions for qualified candidates who live outside the district, with Board approval. This policy reinstates guidance formerly contained in BP 1250, which was revised and retitled as Volunteer Assistance in October 2024. BP 1260 reestablishes clear expectations for school visits, encouraging parents, guardians, and community members to observe and participate in educational and extracurricular activities while maintaining safe, respectful learning environments. The policy requires all visitors to register at the school office and follow established procedures, which will be posted on the district website and in newsletters. This reinstatement strengthens community engagement and clarifies distinctions between general school visits and volunteer activities.

Recommendation
It is the administration's recommendation that the School Board authorize the Superintendent to negotiate and execute a contract with Shaan Seet, Incorporated, for the 2025-2026 SISD Firewood Supply Project, in an amount not to exceed $200,000.

Pertinent Facts
On April 9, 2025, the Southeast Island School District (SISD) issued an open Request for Proposals (RFP) for the delivery of firewood to district schools in accordance with district policy and procurement requirements. The RFP was publicly advertised, and qualified vendors were invited to submit bids on an ongoing basis, with proposals opened monthly.

To date, Shaan Seet Incorporated has been the sole respondent and submitted a complete and responsive proposal. Their bid meets all requirements outlined in the RFP and demonstrates the capability to meet the district's needs in a reliable and efficient manner.

In addition to meeting the scope of services, Shaan Seet Inc. offers several value-added benefits. Notably, they have committed to delivering firewood directly to each school site, reducing the district's logistical workload. They will also provide Connex storage containers at sites where additional protection is needed to keep the firewood dry, ensuring consistent quality and usability throughout the heating season.

Based on their responsiveness, demonstrated capacity, and the added value of on-site delivery and storage solutions, the administration recommends that the Southeast Island School District enter into a contract with Shaan Seet Incorporated for the 2025-2026 firewood delivery services.
