13.D. 1st Reading, AASB Proposed Policy Updates
Description:
As a subscribing member to AASB’s Policy Online Service, you are able to access and explore the model policy updates. Some policies have been updated due to statutory or regulatory changes, and thus require district adoption to make sure you are in compliance with state and federal laws and regulations. Other updates are optional for adoption, but are recommended. Sometimes these deal with specific issues and other times they may be policies that we identify or others have forwarded to us that are not compatible with today’s best practices. All of our policy updates have been legally vetted so that you can be assured they are in compliance with state and federal laws and regulations. In addition, all updates contain cross-references to current board policies as well as laws and regulations. |

13.D.1. BP 4180/4280/4380, Residency and Remote Work
Description:
Pertinent Facts This new policy outlines expectations for employee residency and remote work. It encourages staff to reside within district boundaries to support community engagement while allowing exceptions for qualified candidates who live outside the district, with Board approval. The Superintendent or designee will establish procedures to implement this policy. Adapted from the Dillingham City School District, this AASB model policy balances local presence with hiring flexibility.

Pertinent Facts This policy makes a number of changes to the model cell phone policy, in light of HB 57. It provides districts several options on how to regulate cell phones in schools, and provides clarifying definitions. AASB identifies that policy regarding cell phone use will vary by district needs and intentions, and this model policy should be updated as desired.

13.F. Authorization to Award Contract for the 2025-2026 SISD Firewood Supply Project
Description:
Recommendation It is the administration's recommendation that the School Board authorize the Superintendent to negotiate and execute a contract with Shaan Seet, Incorporated, for the 2025-2026 SISD Firewood Supply Project, in an amount not to exceed $200,000. Pertinent Facts On April 9, 2025, the Southeast Island School District (SISD) issued an open Request for Proposals (RFP) for the delivery of firewood to district schools in accordance with district policy and procurement requirements. The RFP was publicly advertised, and qualified vendors were invited to submit bids on an ongoing basis, with proposals opened monthly. To date, Shaan Seet Incorporated has been the sole respondent and submitted a complete and responsive proposal. Their bid meets all requirements outlined in the RFP and demonstrates the capability to meet the district's needs in a reliable and efficient manner. In addition to meeting the scope of services, Shaan Seet Inc. offers several value-added benefits. Notably, they have committed to delivering firewood directly to each school site, reducing the district's logistical workload. They will also provide Connex storage containers at sites where additional protection is needed to keep the firewood dry, ensuring consistent quality and usability throughout the heating season. Based on their responsiveness, demonstrated capacity, and the added value of on-site delivery and storage solutions, the administration recommends that the Southeast Island School District enter into a contract with Shaan Seet Incorporated for the 2025-2026 firewood delivery services.
