President Boruch called the special meeting to order at 7:03PM, Wednesday, February 13, 2019, at the Jeffrey Elementary gymnasium and informed those in attendance that a current copy of the Open Meetings Act is posted in the meeting room, then directed the public to its location. This special meeting was called to review the proposed bond issue with the public.

4.1. Discuss Bond Resolution Proposal.

Board Member Doug Rathjen reviewed with patrons the process the Board and Community Committee took to acquire the information needed to put together the proposed bond.
Superintendent Rinehart expressed concerns over the condition of the facilities. Age of the buildings, leaking roof at the elementary building, lack of space, needs of the community, and safety concerns were explained. Teacher Nicci Kropatsch talked with the patrons about: students missing physical recess time due to weather because of the lack of gym space; the shortage of gym space due to the many activities; more locker rooms are needed when visiting teams come to play; and the need for daycare in the community Mr. Charles Roberts, Vice President of the Annie Jeffrey Memorial County Health Center Board, shared with those in attendance about the hospital's need to have a daycare to attract and retain employees. Mr. Jacob , presented pictures and diagrams of the layout of the proposed building addition. Mr. Tobin Buchannan, talked about the impact to taxpayers. The tax rate is currently 4.5 cents per $100,000.00 property value which is a $45.00 per year increase for a $100,000.00 home or parcel of land. Mark Lewis outlined the construction costs of the building. Multiple bids are gathered for 30 different categories of the construction process then are reviewed.
