V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 a.m. on Tuesday, October 7,2025: email public comments to boerequests@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. VIII.A. PBIS Book Program 60-Day Review Final Adoption — Dr. Koerperich
Description:
Indian Wells Elementary and Hulet Elementary Schools have requested a 60-day review of books for the PBIS Book Program in which students will be able to earn free books from the school book vending machine. Purchases of books will come from Scholastic Dollars earned at book fairs. The list of books is included in the back-up materials and has been posted on the district website under 60-day review materials.
Recommendation: Discussion and consideration to approve the book listings for book purchases for students through the IWES & Hulet PBIS Book Program for final adoption as presented. |

IX.A. Indian Community Participation- Dr. Koerperich
Description:
Policy IHBJ outlines our District's responsibility to give tribal officials and parents of Indian students the opportunity to comment on the participation of Indian students on an equal basis in school programs. In addition, Policy KJG requires our District to give an annual status report based on public school performance measurements to each Indian Nation with tribal lands located within district boundaries and governed by the Arizona Department of Education. We are requesting to act upon these actions at this time.
Recommendation: Discussion and consideration to present the 2025 Achievement and Participation Report; as well as, accept public comments from the representatives of Native students according to Policy IHBJ and provide Governing Board recommendations to the district administration team based on public comments. |
IX.B. Impact Aid Program Indian Policies and Procedures (IPPs)- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board review & approval of the Impact Aid Program Indian Policies and Procedures (IPP) that are a required measure for Impact Aid compliance.
Recommendation: Discussion and consideration to review and approve the current Indian Policies and Procedures as presented. |
IX.C. Annual Review & Approval of Policy IHBJ, IHBJ-R, IHBJ-EA, IHBJ-EB, KGJA and KJG Indian Education - Dr. Koerperich
Description:
In accordance with the U.S. Department of Education and HUSD #3 Governing Board Policy IHBJ we are requesting Governing Board review of Policy IHBJ, IHBJ-R, IHBJ-EA, IHBJ-EB, KGJA and KJG to ensure that it meets all minimum standards in continuing to provide adequate levels of Indian community participation throughout the Holbrook School District.

IX.D. Annual Financial Report - Dr. Koerperich
Description:
The FY25 Annual Financial Report (AFR) is ready for review and approval including the Food Service Annual Financial Report and Classroom Site Fund Narrative. Per state statute (ARS 15-904), the Annual Financial Report shall be prepared for Governing Board review and submitted to the Arizona Department of Education by October 15th. The AFR contains budgeted and actual expenditures for the preceding fiscal year. Additionally, Holbrook Unified School District will provide a link to the ADE website from the District budget website page where this information can be obtained.
Recommendation: Discussion and consideration to approve the FY 25 Annual Financial Report as presented. |
IX.E. Minimum Wage Increase Beginning January 1, 2026- Dr. Koerperich
Description:
The Fair Wages and Healthy Families Act established an annual increase in minimum wage based on inflation. The increase, beginning January 1, 2026, will be at the rate of $15.15 per hour. We are requesting Governing Board approval to add addendums to the minimum wage hourly rate employee's Notice of Appointments to reflect the new minimum wage increase.
Recommendation: Discussion and consideration to approve the Fair Wages and Healthy Families Act minimum wage increase for minimum wage employees beginning January 1, 2026. |
IX.F. Project Management Extra Duty Job Descriptions- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of extra duty job descriptions for Project Management to manage duties aligned with project assessment, design, procurement and construction of School Facility Division projects. The duties will be dispersed in three roles for project management at HUSD #3.

IX.G. Practicum Hours- Mrs. Tow
Description:
Ms. Shurrell Nardi, Grand Canyon University education major, is requesting to conduct practicum work at Hulet Elementary during the fall semester. Ms. Nardi has fingerprint clearance.
Recommendation: Discussion and consideration to approve Ms. Shurrell Nardi for practicum work this fall at Hulet Elementary School. |

IX.I. Johnson O' Malley Out Of State Travel- Ms. Gover
Description:
The Holbrook Johnson O'Malley Program is requesting out-of-state travel for Bernice Gover, Heather Armijo, and Heather Sakurai to attend the National Johnson O'Malley Association national conference from November 7th-11th in Denver, Colorado. All travel expenses will be paid through Johnson O' Malley funds.

IX.J. Out-of-State Travel For HHS Marching Band - Mr. Hargrave
Description:
The Holbrook High School Band and Fusion are requesting board approval for out-of-state travel to go on tour in California during Spring Break, March 9–13, 2026. The Concert Band has applied and been approved to perform at Disney Parks. Fusion & Color Guard have applied to perform at Universal Studios. The travel request and details are included in the back-up materials.
Recommendation: Discussion and consideration for the HHS Marching Band to travel to Disneyland in California during spring break, including approval of suburbs to be used if needed; as well as, insurance coverage for all participants. |
IX.K. College And Career Readiness Framework Program Request - Dr. Tomlin
Description:
Indian Wells Elementary School is requesting Governing Board approval of the Kansas University College and Career Readiness Framework to be implemented at Indian Wells Elementary School. Indian Wells has received a grant to fund this program.
Recommendation: Discussion and consideration to approve the implementation of the Kansas University College and Career Framework to be utilized at Indian Wells Elementary School as presented. |
IX.L. Holbrook High School Partnership With The Center For High School Success - Mr. Hargrave
Description:
HHS is seeking approval to partner with The Center for High School Success to apply for the Arizona 9th Grade On Track Grant Project. The 9th Grade On Track Grant is a multi-year grant designed to provide funding to local education agencies and charter schools to improve the ninth-grade student experience to ensure that students enrolled in ninth grade develop the skills they need to successfully proceed to the tenth grade on time and ultimately graduate from high school and launch successful careers.
Recommendation: Discussion and consideration to approve Holbrook High School's partnership with The Center for High School Success to apply for a multi-year grant for 9th grade transition as presented. |
IX.M. Language Essentials English Language Supplemental Curriculum Sixty-Day Review- Dr. Tomlin
Description:
HUSD #3 is requesting a 60-day review of the English language supplemental curriculum Language Essentials for supplemental English language instruction to be used at HUSD #3. The curriculum proposal is included in the back-up materials and will be posted on the HUSD #3 website under 60-day curriculum review.
Recommendation: Discussion and consideration to approve Language Essentials as a supplemental curriculum for English language instruction as presented for 60-day review. |

Description:
The Holbrook School District is requesting Governing Board approval of the FY 2026 Capital Plan to be submitted to the School Facility Board as presented.

IX.O. ASBA Bylaws- Dr. Koerperich
Description:
The Arizona School Board Association is requesting that each membership district of ASBA act upon the updated ASBA Bylaws as presented.
Recommendation: Discussion and consideration to act upon the ASBA Bylaws as presented with a vote to approve or disapprove of the proposed Bylaws. |
IX.P. Superintendent Search Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to grant the Governing Board President and Superintendent Koerperich to move forward with options to begin the superintendent search to replace Dr. Koerperich by June 30, 2027. The Board President and Dr. Koerperich will give regular updates to the Board as the process evolves.
Recommendation: Discussion and consideration to approve the Board President and Dr. Koerperich to proceed with the superintendent search process on behalf of the HUSD #3 Governing Board. |
