V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by 10 a.m., Tuesday, May 13, 2025 by one of the following methods: email public comments to boerequests@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640, Holbrook, AZ 86025. VIII.A. Frog Street Early Childhood Curriculum Final Adoption- Dr. Tomlin
Description:
Indian Wells Elementary and Park Elementary Schools requested a 60-day review of Frog Street as an early childhood curriculum. Frog Street is a preschool-based early childhood curriculum aimed at Kindergarten readiness that will be used both in our current preschool programs and summer transition programs for incoming Kindergarten students. The curriculum proposal is included in the back-up materials.
Recommendation: Discussion and consideration to approve Frog Street as an early childhood curriculum for final adoption as presented. |

IX.A. Final FY 25 Budget Revision Public Hearing- Mrs. Maestas
Description:
Pursuant to A.R.S. §15-905, school districts must adopt a final budget revision prior to May 15 each fiscal year. A formal public hearing is being held to take public comment on the FY25 May Final Revised Expenditure Budget prior to board action.
Recommendation: Discussion and consideration to take public comments on budget revisions for FY 25 final adoption at this time. |
IX.B. Holbrook School District Budget Final Revision- Mrs. Maestas
Description:
The Holbrook School District is requesting a budget revision to the Holbrook Unified School District FY 25 budget as presented. The budget revision includes revisions to Average Daily Membership (ADM) counts, maintenance and operations carryforward, District Additional Assistance (DAA), one-time free and reduced lunch funding, and unrestricted capital. The budget revisions are included in the back-up materials.
Recommendation: Discussion and consideration to approve the Holbrook School District budget final revision as presented. |
IX.C. Authorized Checking Account Signers & Student Activities Treasurer- Mrs. Maestas
Description:
The Governing Board is required to designate school officials who may sign checks from the various checking accounts used by our district. Included in the back-up material is a list of recommended authorized checking account signers and student activities treasurer for SY 24-25 with Margarita Mike added as a Student Activities Treasurer.
Recommendation: Discussion and consideration of approving the list of authorized check signers and student activities treasurer as presented in the back-up materials. |
IX.D. Northern Arizona Vocational Institute Of Technology (NAVIT) Intergovernmental Agreement - Dr. Koerperich
Description:
The Intergovernmental Agreement (IGA) between NAVIT and the Holbrook Unified School District requires annual approval by the Holbrook Governing Board. The IGA outlines HUSD #3's agreement with NAVIT in relationship to the programs and courses taught at Holbrook High School. The IGA has been reviewed by legal counsel.
Recommendation: Discussion and consideration to approve the 2025-2026 Intergovernmental Agreement (IGA) with NAVIT as presented. |
IX.E. Global Girls (G.L.O.W) After School Program Approval - Ms. Bernice Gover
Description:
Global Girls G.L.O.W., a 501(c)(3) nonprofit organization, offers a fully funded mentoring program designed to empower Indigenous girls while being inclusive to all girls in grades 4-12. This no-cost initiative provides weekly after-school clubs featuring a culturally responsive curriculum that strengthens confidence, leadership, and advocacy skills while honoring Native perspectives. The program's proven model (1 mentor per 20 girls) has demonstrated success in Indigenous communities and aligns with HUSD #3's focus on culturally responsiveness initiatives, CAFE partnerships, and existing programs like AISES.
Recommendation: Discussion and consideration to approve implementation of the G.L.O.W. After School Program beginning in the 2025-26 school year at Indian Wells Elementary School. |
IX.F. School Nurse Job Description Update- Dr. Koerperich
Description:
The Holbrook School District is requesting an updated job description as presented. The changes reflect a change to the salary and benefits to the Clinical Services Salary Placement Schedule. The job description is included in the back-up materials.

Description:
The Holbrook School District is requesting Governing Board approval of the Clinical Services Salary Placement Schedule that includes school nurses with qualifications for Registered Nurse, Bachelor of Science in Nursing and Masters of Science in Nursing as presented.

IX.I. Winslow Indian Health Care Center Memorandum Of Agreement- Dr. Koerperich
Description:
The Winslow Indian Health Care Center (WIHCC) is requesting a Memorandum of Agreement (MOA) for health care services with the Holbrook Schools. The agreement allows for virtual and in-person health care presentations, activities and health screenings. The MOA is included in the back-up materials.

IX.J. Beyond Textbooks Intergovernmental Agreement- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the 2025-2026 Intergovernmental Agreement between Vail Unified School District and the Holbrook Unified School District for the use of the Beyond Textbooks Program. Beyond Textbooks provides a standards-based scope and sequence for teachers in grades K-12 to assist teachers in teaching the Arizona State Standards.
Recommendation: Discussion and consideration to approve the Beyond Textbooks Intergovernmental Agreement between the Holbrook Unified School District and Vail Unified School District as presented. |
IX.K. CWDL Audit Engagement Letter Approval- Mrs. Maestas
Description:
The Holbrook School District has approved CWDL Auditing Services to conduct the fiscal audit for the Holbrook School District in FY 25. The audit requires a board-approved engagement letter as presented.
Recommendation: Discussion and consideration to approve the engagement letter with CWDL as presented for the FY 25 fiscal audit. |
IX.L. Risk Trust And Alliance Insurance Approval SY 25-26- Dr. Koerperich
Description:
The Holbrook School District utilizes the Arizona Risk Trust for liability, car and professional liability; as well as, Alliance for worker's compensation liability. The Holbrook School District is requesting renewal of SY 25-26 insurance through the Arizona Risk Trust and Alliance coverage.
Recommendation: Discussion and consideration to approve the Arizona Risk Trust and Alliance insurance coverage for SY 25-26 as presented. |
IX.M. HUSD #3 Summer Activity Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of summer activities as presented in the back-up materials. Summer activities will be grant-funded or sponsored by clubs. District liability insurance will cover these events during the summer months.
