V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am Tuesday April 9, 2024: email public comments to boerequest@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. IX.A. Independent Auditor’s Report FY23 & Uniform System of Financial Records Compliance Questionnaire FY23- Dr. Koerperich
Description:
CWDL Accountants have prepared the Audited Financial Statement for FY23 for the Holbrook Unified School District. The audit was conducted for the purpose of forming an opinion on the financial statement of activities and funds that collectively comprise the District’s basic financial operations. Areas of compliance range from budgeting to purchasing to governing board management. The list of non-compliant items was limited to sixteen items that are being addressed by our staff. The district is in the process of making the recommended changes to bring the district into full compliance.
Recommendation: Discussion and consideration to accept the Independent Auditor’s Report and the Uniform System of Financial Records Compliance Questionnaire findings for the fiscal year ending June 30, 2023 as presented. |
IX.B. HUSD #3 Open Enrollment Insurance Program & Approval Of Kairos For Insurance for SY 2024-2025- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of Kairos as the district insurance provider, as well as, approval of the Open Enrollment Insurance Program for SY 24-25. The Open Enrollment plan outlines insurance options and the implementation of an Employee Wellness Plan as outlined in the back-up materials.

IX.C. Educational Services Incorporated Contract - Dr. Koerperich
Description:
Annually, the Holbrook School District enters into an agreement for employment staffing services with Educational Services Incorporated (ESI). ESI specializes in providing temporary and long-term contract employees in schools. The agreement allows HUSD #3 to retain highly qualified retired staff; as well as, substitute teachers benefiting both the District and the employees. Employees are hired through ESI as per our Post Retirement Employment Option Plan and as a third-party employment agency. All associated rates will remain the same for next school year.
Recommendation: Discussion and consideration to approve the renewal of the Client Service Agreement with Educational Services Incorporated for the 2024-2025 school year. |
IX.D. HUSD #3 Open Enrollment Capacities for SY 24-25 - Dr. Koerperich
Description:
Governing Board Policy JFB Open Enrollment requires the district to post open enrollment capacities on the district website on an annual basis. HUSD #3 is requesting Governing Board approval of the open enrollment administrative procedure that outlines guidelines for accepting both resident and non-resident students based on open enrollment capacities. The administrative procedure is included in the back-up materials.

IX.E. ASBA Policy Updates- Dr. Koerperich
Description:
The Arizona School Board Association has recommended policy updates to Policy EBAA Reporting of Hazards/Warning Systems, EB-R Environmental and Safety Program, BGE Policy Communication/Feedback, JFABDA Admission of Students in Foster Care, EBC Emergencies, JHD Exclusions and Exemptions from School Attendance, GDC Support Staff Leave and Absence, ECB Building and Ground Maintenance, & JIH Student Interrogations, searches and arrests. Each policy is ready for first reading as presented.
Recommendation: Discussion and consideration to approve the ASBA policy updates as presented. |
IX.F. Bus Driver Attraction And Retention Plan Update- Dr. Koerperich
Description:
The Holbrook School District is requesting an update of the administrative procedure for the Bus Driver Attraction and Retention Plan as presented. The update reflects the new driver rate for first year placement at $18.74 per hour. The administrative procedure is included in the back-up materials.

IX.G. Emergency Purchase For Roof Repair- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of an emergency purchase for roof repair from Mountain Roof Repair to perform temporary repairs to the Indian Wells Elementary roof while the District is procuring a total roof repair. The emergency purchase exceeds $10,000, requiring three quotes. Mountain Roof Repair was able to perform the work in an expedited manner.

IX.H. Student Teacher Placement- Dr. Fosburgh
Description:
Ms. Amy Nilsson, elementary education major at Northern Arizona University, is requesting a student teaching placement for the fall semester of the 2024-2025 school year at Hulet Elementary School. Ms. Nilsson has a valid fingerprint clearance card on file.
Recommendation: Discussion and consideration to approve Ms. Amy Nilsson for a student teaching placement for the fall semester of the 2024-2025 school year. |
IX.I. Student Teaching Placement- Ms. Tomlin
Description:
Ms. Shundeen Salazar, education major at Northern Arizona University, is requesting a student teaching placement at Indian Wells Elementary for the fall semester of 2024. Ms. Salazar has valid fingerprint clearance.
Recommendation: Discussion and consideration to approve Ms. Shundeen Salazar for student teaching at Indian Wells Elementary School for the fall semester of 2024. |
IX.J. Elementary Education Practicum Placement- Ms. Tomlin
Description:
Ms. Dorinda Bahe & Ms. Jacqueline Benally are requesting a practicum placement at Indian Wells Elementary School during the fall semester of 2024. Ms. Bahe and Ms. Benally have secured fingerprint clearance cards.
Recommendation: Discussion and consideration to approve Ms. Dorinda Bahe & Ms. Jacqueline Benally to complete practicum for their college work during the fall semester of 2024. |
IX.K. Park & Hulet Elementary School Classroom Library Sixty-Day Review Materials- Dr. Fosburgh
Description:
Park and Hulet Elementary Schools are requesting a 60-day review of the attached list of classroom library books to be utilized as classroom libraries for student reading programs. The classroom libraries have been vetted through the site councils and are ready for a 60-day public review. The book titles and item numbers are included in the proposal and will be posted on the HUSD #3 website for a 60-day review.

IX.L. International Alliance Group Host School Agreement- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of an International Alliance Group (IAG) Host School Agreement to recruit highly qualified international teachers for positions that are open in the Holbrook Unified School District. IAG will recruit teachers, ensure visas are processed, and assist with the transition to become certified teachers at HUSD #3. The IAG Host Agreement is included in the back-up materials and will be procured through a 1-GPA procurement process.

IX.M. Northland Pioneer College (NPC) Dual Enrollment/TALON Intergovernmental Agreement- Dr. Koerperich
Description:
The Holbrook School District is seeking Governing Board approval of the 2024-2027 Dual Enrollment Intergovernmental Agreement with Northland Pioneer College (NPC). This has been a very successful partnership for high school students for several years, allowing students to earn college credits while in high school. We are requesting approval to continue this agreement for the 2024-2027 academic year. The IGA is included in the back-up materials.

IX.N. Employee Post Retirement Options (PREO) Procedure– Dr. Koerperich
Description:

IX.O. Rural School Bus Routes Resolution- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a Rural School Bus Route Resolution to be submitted to the Northern Arizona Council of Governments to conduct a study upon bus route conditions that cause adverse effects on student attendance, cancellation of bus routes and impacts to student attendance. The resolution is included in the back-up information.
