3.1. Bromm Updates

Discussion:
Jason Bromm was present to share thoughts on elections. Bromm and Associates would like to have a one-pager for them to hand out because they are asked frequently for an update on the reading program. Possibility have to Epler/Payzant at the Legislation Day to talk with Senators in February. Concentrate on getting the legislator, staff, etc invited over during the morning for more one on one conversations. The Republicans hold all constitutional office with the exception of Lancaster County. Three seats left unfilled, the contested race Wendy DeBoer and Matt Deaver. District 12 - Steve Lathrop is coming back to the legislature. Deadline to count votes is Friday. Watermeier/Murante seats are currently vacated. Governor will most likely select republican. Discussion regarding Committee Chairs and possibly changes. Medicaid Expansion passed - expect Governor to use as bargaining tool. Need to make sure we are all communicating effectively/efficiently.

3.3. K-3 Grade Level Reading Program

Cory Epler and Marissa Payzant were present to discuss the K-3 Grade Level Program. Working with vendors to look at materials available. This is an opportunity to think more positively for literacy and instruction. Focusing on strong core instruction and supports for literacy. NDE will be able to find template and resources. Schools need to submit a plan to support those low reading students. Discussions on how to leverage resources to help this process with no additional funding. Districts are already doing what is required by law so they just need to provide a framework around what they are doing. This has to be in place by the start of 2020 school year. The list of assessment - four or five most commonly used. NDE would like to dive deeper into those assessments. They will share a timeline soon. NDE does not have a Reading Specialist on staff, included in the deficit bill to the Governor. The retention part and resources needed was taken out of the bill. This cause concerns. Other states have similar legislation with funding attached.
