See Exhibits: This is final Budget Amendment for Fiscal Year 2025-2026. These amendments are to ensure the functional area have enough available funds to cover any remaining expenditures for the 2025-2026 fiscal year.

III.A.b. Approval of Certified Appraisal Rolls for 2026.

Description:
See Exhibits: Sec. 2604 of the Texas Property Code requires that once a local appraised tax roll is certified by the local County Appraisal District, that the roll must then be submitted to the Board of Trustees for official acceptance. The Hidalgo County Appraisal district has submitted the appraisal roll for the Donna ISD for the 2026 tax year. This appraisal roll is used for the calculation of the projected tax collections for the district.

III.A.c. Approval to Adopt Official Budget for 2026–2027.

See Exhibits: Donna ISD Adoption of Official Budget for Fiscal Year 2026-2027. Texas Education Code Section 44-001 through 44-006 requires the Board of Trustees to formally adopt the budgets for the General Operating Fund, Food Services Fund, and the Dept Service Fund no later than August 31st.

III.A.d. Approval of Disaster Pennies Resolution 2026-2027.

Description:
The board was authorized by the provisions of Texas Tax Code §26.042(e) to raise its Maintenance & Operations Tax rate, without an election, for the one year period in the tax year following the Governor's declaration of a disaster, due to the expenditure of money necessary to response to the severe weather event occurring on or about July 8, 2024.

III.A.e. Approval to Adopt Resolution Setting Maintenance and Debt Service Tax Rate for 2026–2027.

Description:
Sec. 26.05(b) of the Texas Property Tax Code Requires the Board of Trustees to adopt a tax rate each school year. The tax rate consists of the following: Maintenance and Operations $0.7619 and Interest and Sinking $0.2873 for a total tax rate of $1.0492.

III.A.f. Request for Approval to increase the adult breakfast and lunch meal price for the 2026-2027 school year, in compliance with TDA and USDA guidelines.

Description:
The USDA requires that adult meal prices in the National School Breakfast and Lunch Programs cover the full cost of the meal, as adult meals are not reimbursed by federal funds. USDA guidance specifies that the minimum adult meal charge should be equal to the free student reimbursement rate plus the commodity value per meal.
Due to increased food, labor, and operational costs, and ensure compliance with USDA regulations, we are recommending a price increase for adult breakfast and lunch meals. |

Donna ISD would give Diamond Towers the exclusive right to market the listed district properties for wireless telecommunications opportunities. Diamond would approach companies such as Verizon, AT&T, T-Mobile and others to see if they want to install equipment on Donna ISD property.

III.B.a. Approval for NIET to support six campuses (Garza Elementary, Singleterry Elementary, Adame Elementary, Caceres Elementary, Stainke Elementary, Salazar Elementary) during the 2026-27 school year. Support will include thirty (30) days of Onsite coaching and support.

Through onsite coaching and support, educators work alongside NIET specialists to transfer and apply best practices into unique individual school settings. NIET's strengths-based coaching and support focuses on reflection and the effective implementation of key concepts and strategies learned through NIET trainings (e.g. instructional excellence, effective professional learning, leadership teams, observation and feedback, evaluation, teacher leadership, curriculum alignment). Specific focus areas will be determined in consultation with the district partners.

III.C.a. Approval of the Memorandum of Understanding (MOU) between Texas Christian University and Donna ISD for school years 2026-2027 and 2027-2028.

Texas Christian University prepares graduate school counseling candidates to fulfill their educational missions of the State of Texas at the graduate degree level with the intention of completing the educator preparation program requirements for the Texas Education Agency certification process. The parties mutually agree to this agreement for the purpose of providing a field placement and/or clinical practice site for one or more candidates to participate in the Educator Program at Donna ISD schools.
