The Business Office will continue using the Citibank Card Program until the contract expiration date of February 2026. The official closing date is August 31, 2025, with an 180-day extension while transitioning to US Bank (see email attachment from Texas Comptroller of Public Accounts on behalf of Citi Client Account Services). The Donna Independent School District is a member of the SmartBuy Co-op.

V.A.g. Approval for an increase in the adult lunch meal price for the 2025-2026 school year, in compliance with TDA and USDA guidelines.

Description:
The USDA requires that adult meal prices in the National School Lunch Program (NSLP) cover the full cost of the meal, as adult meals are not reimbursed by federal funds. USDA guidance specifies that the minimum adult meal charge should be equal to the free student reimbursement rate plus the commodity value per meal. Due to increased food, labor, and operational costs, and to ensure compliance with USDA regulations, we are recommending a price increase for adult lunch meals. The increase in the adult lunch meal price is from $5.00 to $5.25 effective August 11, 2025, the first instructional day of the 2025-2026 school year.

The Child Nutrition Services needs to purchase non-food items for all students. Vendors are: Devin Distributing, Gulf Coast Paper, Sysco Central Texas and Valley Grocers. The items have been competitively procured by the Texas CO-OP for the Child Nutrition Program. The estimated cost for the 2025-2026 school year is 500,000 for the year.

The items have been competitively procured by the Texas CO-OP for the Child Nutrition Program. The estimated cost for 2025-2026 is 6,000,000.00 for the year.

Paving improvements to parking lots and to assist in auto traffic areas are essential to ensuring the safety, efficiency, and longevity of DISD's transportation infrastructure. Over time, exposure to traffic loads and weather conditions contributes to pavement deterioration. These conditions not only compromise vehicle and pedestrian safety but also increase long-term maintenance costs.

The proposal involves transferring ownership of the DISD potable building in exchange for two fully operational police units provided by the San Juan Police Department.
This inter-agency exchange will support the District's operational needs by enhancing campus security through the addition of two police units. The portable building identified for transfer is currently surplus to the District's needs and not in active use. By exchanging this asset, the District maximizes the value of underutilized property while strengthening its partnership with the San Juan Police Department to improve safety and response capabilities on and around school grounds. |

The IA references Texas Education Agency requirement of the House Bill 1638: Statewide Dual Credit Goals (herein called the "G-1-4"). An additional Dual Credit Programs IA is required by the Texas Higher Education Coordinating Board (THECB).
