8.A. (TH) APPROVAL OF FIRST AMENDMENT TO THE STANDARD AGREEMENT FOR ELEVATOR MAINTENANCE WITH A-1 ELEVATOR SERVICE, LLC
Description:
On January 2022, the Port entered into an elevator preventative maintenance agreement with A-1 Elevator Service, LLC for the term February 1, 2022, through January 31, 2025, and the renewal option years of February 1, 2025, through January 31, 2026, and February 1, 2026, through January 31, 2027. Staff recommends to exercise both option years and extend the term of this contract through January 31, 2027. No other changes are proposed in this amendment. Legal has prepared this contract amendment and notes no exceptions.

9.A. (TH) APPROVAL OF RESOLUTION NO. 25-01 RE: BANK SIGNATURES
Description:
MSAP staff is seeking approval of Resolution 25-01 for bank signature changes due to John Rester's retirement from the Board of Commissioners and Todd Harman taking on the role of Director of Finance. There is a need to change who the signatories are for the bank accounts at Hancock Whitney Bank. The attached resolution is supporting documentation of who the board appointed signatories are for the Mississippi State Port Authority at Gulfport.

9.B. (JB) APPROVAL OF WORK ORDER NO. 11 UNDER CONTRACT NO. 24-EN-03WITH WSP, INC.
Description:
This agenda item seeks approval of WSP's Work Order No. 11 in an amount not to exceed $35,000.00. Work Order No. 11 is to provide services as outlined in WSP's proposal titled "PIDP Grant Application 2025-Scope of Work". All work to be performed will be billed and paid based on the rates in Agreement 24-EN-03, Work Orders No. 1 and No. 11

Description:
This agenda item seeks approval of MP's Work Order No. 14 in an amount not to exceed $1,025,000.00 for engineering services for the East Pier Expansion Phase 1 as outlined in MP's proposal titled "East Pier Expansion - Phase 1". All work to be performed will be billed and paid based on the rates in Contract 23-EN-01.

9.D. (MG) APPROVAL OF PURCHASE ORDER FOR THE REPAIR OF RAIL LINES
Description:
This item seeks Board approval for the issuance of a Purchase Order to Continental Railroad in the amount of $69,906.96 for the repair of rail lines from the crossover to the west curve near the transit shed. Following a recent inspection significant wear of rail ties was identified, with recommendations for their replacement. To address these issues, the Mississippi State Port Authority (MSPA) solicited quotes from two contractors-Continental Railroad and Alabama Railroad. Continental Railroad provided the lowest bid at $69,906.96. The details of the required work are outlined in the submitted quotes, which emphasize the urgency of this repair to ensure the continued safety and functionality of the rail system.
