8.A. (EL) AUTHORIZATION TO ADD ADDITIONAL FUNDING TO THE USACE DEEPENING & WIDENING FEASIBILITY STUDY
Description:
MSPA staff seeks Board authorization to add an additional $300,000.00 to its Feasibility Cost Share agreement with the US Army Corps of Engineers (USACE). The feasibility study is being completed on a 50/50 cost share with the Federal Government. By providing the funding on an accelerated timeline, the USACE is able to continue working on the study and avoid any pauses that may be caused by delays in the appropriation of Federal funding. The entire study is anticipated to take three years and cost $4,700,000.00. Over the three-year period, the MSPA's match will be $2,350,000.00 with some of those funds provided as in-kind services. To date, the MSPA has contributed $1,150,000.00.

8.B. (JB) APPROVAL TO REJECT PROPOSALS RECEIVED FOR CONSTRUCTION MATERIALS TESTING
Description:
This item seeks board approval to reject proposals received for Construction Materials Testing in April 2024. MSPA received three proposals from geotechnical engineering firms operating materials testing labs. Staff recommends rejecting the proposals and advertising an RFQ for Geotechnical Engineering and Materials Testing Services.

9.A. (EL) APPROVAL OF RESOLUTION NO. 24-06 AUTHORIZING THE MSPA TO ALLOCATE AND EXPEND MATCHING FUNDS FOR THE EXCLUSIVE USE OF PROJECTS BEING PURSUED AND APPLIED FOR BY THE MSPA UNDER THE EPA CLEAN PORTS GRANT PROGRAMS
Description:
MSPA staff is seeking Board authorization to allocate and ultimately expend matching funds for the U.S. Environmental Protection Agency's Zero-Emission Technology Deployment Competition ("ZETD"). The total cost of the ZETD project is estimated to be $65,472,689.00. The MSPA's proposed match for this project would be $1,950,190.50. Collaborating entities will be providing matching funds in the amount of $4,597,078.40.
