5) Approval of Minutes from Previous Meeting(s)
Description:
Submitted to the Board of Education are the minutes of the previous meeting(s).
The Board of Education must approve these minutes with corrections if desired in order to generate the official meeting record. The minutes of the Board transactions then become a part of the formal District #36 records and are available for examination by District #36 residents, auditors, and State authorities. The motion to approve Board minutes can be by voice vote. Verify if there are any corrections. |

6) Status of FOIA Request(s)/Response(s)
Description:
This section of the Board of Education meeting provides the opportunity to share any FOIA Request(s) and/or Response(s) with all in attendance.
"The president or district superintendent shall, at each regular board meeting, report any requests made of the district under provisions of the Freedom of Information Act and shall report the status of the district’s response." 105 ILCS 5/10-16. On December 31, 2025, the District received a commercial FOIA request from Chad Szekeres from Devine 180, requesting material: "1) Records identifying whether the District currently has an active support and/or maintenance agreement with any security integrator or service provider for electronic security systems (including but not limited to video surveillance, access control, intercoms, fire alarms and intrusion systems); 2) The name(s) of the vendor(s) or integrator(s) providing such services and the effective dates of the agreement(s) or services provided; 3) Copies of current contracts, service agreements, or purchase orders related to security system support and maintenance; 4) Records identifying the manufacturer and brand names of:
The District responded to Mr. Szekeres on January 22, 2026, and supplied the requested information. See enclosures for the FOIA request and response. On January 19, 2026, the District received a FOIA request from CT Mills from Public Info Access LLC, requesting material: "records, policies, schedules, or tables that identify:

On February 5, 2026, the District received a FOIA request from Arkadiusz Grabowski from Eco Clean Maintenance, Inc. requesting "Please consider this correspondence a formal request made pursuant to the Freedom of Information Act. We respectfully request a copy of the current cleaning and custodial services contract for Harrison School District 36." The District responded to Arkadiusz Grabowski on February 11, 2026, and denied the request based on FOIA Section 7(1)(h) which covers proposals and bids for any contract, grant or agreement, including information, which if it were disclosed, would frustrate procurement or give an advantage to any person proposing to enter into a contractor agreement with the body, until an award or final selection is made. 5 ILCS 140/7(1)(h) See enclosures for the FOIA request and response. On February 5, 2026, the District received a FOIA request from Frank Rahman from Skyward Building Services requesting "the contract prices and incumbent vendor information for the janitorial contract. I have attached the FOIA request form." The District responded to Frank Rahman on February 11, 2026, and denied the request in part and granted the request in part based on FOIA Section 7(1)(h) which covers proposals and bids for any contract, grant or agreement, including information, which if it were disclosed, would frustrate procurement or give an advantage to any person proposing to enter into a contractor agreement with the body, until an award or final selection is made. 5 ILCS 140/7(1)(h). 7) Finance
Description:
The following Financial Reports are intended to provide the Board with essential information, which will enable them to exercise informed stewardship over the financial operation of Harrison School District #36.
A Budgetary Report and a Treasurer’s Report may appear solely for Board information but an Agenda of Bills and a Payroll Report must be brought before the Board for their action. Clarification or additional information can be provided by contacting either the Bookkeeper or the Superintendent prior to the meeting. Reports Agenda of Bills & Payroll Do require a motion. Reports Budgetary & Treasurer Report do NOT require a motion. |

7)A) Agenda of Bills
Description:
The reports include the bills recommended for payment by the Board of Education. Upon formal approval by the Board, the administration shall make payment to the appropriate parties or vendors.

7)B) Approval of Payroll
Description:
This report presents the payroll expenditures for the previous month along with the administration’s recommendation for Board approval.

|
7)C) Budgetary Reports
Description:
The Budgetary Reports reflect the transactions completed by the month, for the prior month. These reports do not require approval.

7)D) Treasurer's Report
Description:
The Treasurer’s Report provides a summary of Revenues and Expenditures for the prior month, by fund. It also shows the balance of each Bank/Investment Account at the end of the month.
The cash-in and cash-out numbers represent liabilities from Payroll. The liabilities are monies, such as IMRF, Annuities, Health Insurance, etc. that are deducted from paychecks and are held as "cash" until they go to the respective vendors. This report does not require a motion. |

8) Discussion of Action Items
Description:
The Board of Education may discuss action items prior to taking formal action.
Following the discussion, the Public Comment agenda item will give the community the opportunity to make comments prior to the Board taking action.
In accordance with Board Policy 2:220-E1, the Board should approve the destruction of closed session recording(s) that are at least 18 months old and for which approved minutes of the closed meeting already exist. This meeting will contain the approval of the destruction of closed session recordings prior to September 1, 2024.

9) Public Comments
Description:
The administration recommends that they be given an opportunity to deal with any presented problems, complaints or suggestions of an educational nature if they have not had the opportunity to do so. Parents or community members who have a question or concern should be directed to the Superintendent as the first point of contact. If there is no satisfactory resolution to the educational or administrative matters presented at this juncture of the Board meeting, the individual or individuals addressing the Board indeed have the right to a further Board hearing and reaction.
Board of Education Policy 2:230 Public Participation at Board of Education Meetings and Petitions to the Board At each regular and special open meetings, members of the public, and District employees may comment to, or ask questions of, the Board of Education, subject to reasonable constraints. The individuals appearing before the Board are expected to follow these guidelines:
