I. CALL TO ORDER

Kevin Novak, Board President, called the meeting to order.

II. ROLL CALL
Description:
PRESENT: Mrs. Botwinski, Mr. Greidanus, Dr. Long, Mrs. McClaney,
Mr. Novak, Mr. Nordmark, and Mrs. Peters. ABSENT: No one. ALSO PRESENT: Dr. Don Angelaccio, Superintendent, Dr. Craig Curtis, Assistant Superintendent of Teaching and Learning, Mrs. Amy McPartlin, Assistant Superintendent for Finance and Operations and Dr. Chrystyna Sroka Assistant Superintendent for Student Services. |
III. PLEDGE OF ALLEGIANCE
Description:
Our pledge of allegiance will be led by representatives from our Vocal and Instrumental Music programs as we celebrate "Music in our Schools Month". Prior to the Board meeting, students participating in the solo and ensemble contest performed and we are also joined by members of the Sullivan cast and crew from the recent production of "Beauty and the Beast Jr.".

IV. RECOGNITION OF VISITORS AND PARTICIPATION
Description:
At each regular and special open meeting, members of the public and district employees may comment on or ask questions of the Board of Education. If you would like to address the Board, please complete the pink form and give it to Mrs. O'Donnell, our recording secretary.

V. PUBLIC HEARING FOR THE PERMANENT TRANSFER OF FUNDS BETWEEN THE TRANSPORTATION AND EDUCATION FUNDS
Description:
The Board can permanently transfer funds from the Transportation Fund to the Educational Fund under Section 17-2A of the School Code. Such a transfer does require the conduct of a public hearing, proceeded by published notice not less than 7 and not more than 30 days before the hearing.
At this time, the Board wishes to conduct a Public Hearing for the purpose of conducting an interfund transfer from the Transportation Fund to the Education Fund in the amount of $1,000,000. May I please have a motion to open the Public Hearing on the Transportation to Education Fund Interfund Transfer. VI. COMMUNICATIONS

VI.A. Eisenhower School Improvement Team Presentation
Description:
Once each year, the Board travels to each of the schools to hear the School Improvement Team presentation. This month, Dr. Lambatos and team will present highlights of their activities at Eisenhower.

VI.B. Music in our Schools Month
Description:
March is recognized as Music in our Schools Month and celebrates the positive impact that music education plays in the lives of our students and community. We extend our appreciation to all of our music educators: Garth Anderson, Karen Luehr, Izabella Gieron, Megan Murray, and Cam Severino. We also thank our students and families for their dedication and commitment to our music programs.

VI.C. National School Social Work Month
Description:
March is also recognized as National School Social Work Month and recognizes the important role that these mental health professionals play in the education setting. We extend our appreciation to all of our social workers: Abra Zavaduk, Megan Reiger, Rachel Curran, and Kelsy Cain Nelson.

VI.D. Youth Art Month
Description:
We recognize the importance and impact of Art instruction in our schools and thank Melinda Lyons (Ike), Rachel Matthews (Ross/Sullivan), and Janet Kyeon (MacArthur) for their dedication and passion. We invite all community members to visit the Prospect Heights Public Library to view the student artwork now on display.

VI.E. Middle Level Education Month
Description:
We recognize our MacArthur Staff for their commitment to Middle Level Education and thank them for their work to support our learners through this often difficult time in their lives.

VI.F. Foreign Language Month
Description:
We thank Athena Kalaras for her engaging instruction and introduction to the Spanish language at MacArthur as we celebrate Foriegn Language Instruction month.

VI.G. 2024-25 School Year Registration
Description:
Registration for 2024-25 school year will open on April 4 and is projected to be completed by May 1st. Information will be emailed home with registration links.

Description:
Following conversations with the Board in February, the Administration has articulated a recommendation for action around the current Fund Balance Policy 4:20. It is presented tonight for First Read and will be brought next month for action.

Description:
As discussed during the Public Hearing, the Board can permanently transfer funds from the Transportation Fund to the Educational Fund under Section 17-2A of the School Code.

X.F. Transfer of Funds from the Working Cash Fund to the Operations & Maintenance Fund and then to Capital Projects - ACTION
Description:
Under Article 20 of the School Code, the Board has the authority to abate or permanently transfer funds from the Working Cash Fund to O&M Fund, so long as the remaining fund balance of the Working Cash Fund is at least 0.05% of EAV. This transfer includes the bond proceeds from the 2022 Tax Exempt Working Cash Bond Issuance, earmarked for capital projects including the summer 2024 windows, siding and door replacements. This resolution also includes a transfer of the funds from O&M to Capital Projects.

X.G. Treasury Resolution for the Revision of Current Custodial Institutions - ACTION
Description:
Township High School District 214 provides the treasury function for the Wheeling Township Schools treasury, which includes Districts 214, 23, 25, 26, and N.S.S.E.O. On June 14, 2023, the BOE approved a resolution naming depositories as custodians of funds and brokers/dealers and intermediaries to assist in the investment of funds. PMA Asset Management supervises and directs the investments for Wheeling Township Schools and requires UMB Bank, n.a., a national banking association with its principal place of business located in Kansas City, Missouri, be added to the list of depositories.

X.H. Crossing Guard Services Bid - ACTION
Description:
The District's Bid for Crossing Guard Services was issued on February 23, 2024. Bids were opened on March 5, 2024. Following evaluation, a recommendation is being made to award the bid to Andy Frain Services.

X.I. Fencing & Concrete Work at Grodsky/Sullivan - ACTION
Description:
Proposals have been obtained by current District vendors for the replacement of fencing and concrete around the rear Sullivan entrance. Replacement will take place this summer, during the window and siding replacement work.

X.J. Eisenhower & Prospect Heights Public Library - Book Path Installation - ACTION
Description:
The District has continued to work with the Prospect Heights Public Library to extend the existing path from the back of Eisenhower School all the way to the Library and enhance with a "book path". Multiple proposals were obtained for the asphalt work. This project will be fully reimbursed by the Prospect Heights Public Library.

X.K. Spring 2024 Furniture Plans - ACTION
Description:
Amy will go over the finalized plans for several furniture orders being placed this spring with remaining budgetary allocations and donor funds, including the MacArthur Student Senate Collabotation Area and Front Vestibule as well as two phases of the Sullivan Library. All purchases are made through the National Cooperative Purchasing Alliance competitive solicitation in alignment with the Illinois School Code.
