VIII. Consent Agenda: Board Action Requested
Description:
If desired, items may be removed from the consent agenda by request by an individual school board member for independent consideration. A request is timely if made prior to the vote on the consent agenda. The request does not require a second or a vote by the school board. IX.A. Casual Worker Pay Schedule (Equity)
Description:
To comply with the Fair Labor Standards Act and the Affordable Care Act regulations, the District uses an hourly rate for casual workers in order to accurately track the number of hours these employees work in the District. The Act requires the District to offer benefits to all employees working 30 hours or more per week. With this rate schedule, the District is able to properly track hours worked for these positions to ensure that we are applying benefits accurately and consistently.

IX.B. Compensation and Benefits for Individual Director (Cabinet) Employees
Description:
The District has 6 employees that are not associated with any collective bargaining group recognized by the Bureau of Mediation Services. The Director of Human Resources, Director of Finance & Operations and the Superintendent have worked closely together in developing a compensation plan for these positions. Salaries for our cabinet level positions are influenced by a market analysis of our districts with similar demographics, inflation, market competition, and individual responsibilities. The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and employee guideline changes.

IX.E. 2023-2024 School Board Meeting Schedule
Description:
Attached is the proposed meeting schedule for 2023-2024. School Board Work Sessions are typically scheduled the 2nd Monday of each month, and the regular School Board Meetings are scheduled the 4th Monday of each month. Both work sessions and regular meetings start at 5:30 p.m. and they are held in the District Office. The exceptions to this are in the months of May, July, and December.

IX.F. Minnesota School Boards Association (MSBA) Membership (High Quality Teaching and Learning)
Description:
The Minnesota School Boards Association (MSBA) supports and empowers Minnesota public school boards through advocacy, board development, and policy and legal guidance. The District’s yearly dues to the Minnesota School Boards Association are based on our average daily membership of students served. Dues for 2023-2024 are $11,288. This amount includes policy services. |

IX.G. Schools for Equity in Education (SEE) Membership (Equity)
Description:
Schools for Equity in Education (SEE) is an association of school districts throughout the state of Minnesota. The student demographics in SEE school districts do not generate significant categorical aid or other funding from the state. SEE districts tend to receive the minimum in state funding. SEE districts also tend to be lower property wealth districts where the taxpayer cost for a school levy dollar is high. SEE prioritizes:
Part of the membership fee for SEE is based on the number of students enrolled in our district. The 2023-2024 membership fee is $6,699. Owatonna Public Schools has been a member of SEE for several years. |

IX.H. Resolution Certifying the Population Estimate for the 2023 Payable 2024 Levy (Equity)
Description:
The Minnesota State Demographers' Office released the 2022 district population data. Due to population growth, Owatonna's community education program qualifies for additional revenue. The Board is being asked to consider the attached resolution to certify the new census figure of 31,334 for approval of use in the 2023 payable 2024 revenue calculations.

IX.I. 2024-2025 School Calendar (High Quality Teaching and Learning)
Description:
The school calendar shall be adopted by the school board each year. It shall meet all provisions of Minnesota statutes pertaining to a minimum number of school days and other provisions of law. The school calendar shall establish student days, workshop days for staff, provide for emergency closings and other information related to students, staff, and parents. Each year, our annual calendar is put together by a committee of faculty and administrators.
Attached is the 2024-2025 school year calendar the Board is being asked to consider for approval.

IX.J. District Office Maintenance Facility Remodel Contract Award
Description:
Attached is a letter from Kraus-Anderson summarizing the recommended contract awards for the district office and maintenance facility remodel. The total amount of the recommended bid awards is $10,809,736.

IX.K. Policy Revisions
Description:
Attached are policies with recommended revisions. These policies were first made available at the May 22, 2023 meeting and they are now being presented for a second reading and consideration for approval. Also attached is a summary of the revisions.

IX.L. Gifts to the District
Description:
Policy 706 establishes guidelines for the acceptance of gifts to the District. As specified by Minnesota Statute 465.03, the School Board may accept a gift, grant, or property only by the adoption of a resolution approved by two-thirds of its members. Any gifts accepted of more than nominal value (more than $5), shall become property of the District (Policy 421). The gifts are listed on the attached resolution.
