VIII.B. 2022-2023 Preliminary Budget
Description:
The 2022-2023 Preliminary Budget was reviewed at the June 13, 2022 school board work session. The proposed preliminary budget is attached.
As part of the preliminary budget, the board is being asked to approve a rate increase to all activity fees of $20. In addition, the board is being asked to approve a rate increase for breakfast of $.20/meal for students and $.25/meal for adults, a rate increase for lunch of $.10/meal for students and $.25/meal for adults, and a rate increase of $.10 for extra milk.

VIII.C. Ratification of the 2021-2023 Tentative Agreement with Owatonna Nutrition Services Staff
Description:
School District and the Owatonna Nutrition Services Staff representatives reached a tentative agreement for the 2021-2023 school years on June 2, 2022. The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and language changes. Christina Picha will be available to answer questions.

VIII.D. SEE Membership
Description:
Schools for Equity in Education (SEE) is an association of 54 school districts throughout the state of Minnesota. The student demographics in SEE school districts do not generate significant categorical aid or other funding from the state. SEE districts tend to receive the minimum in state funding. SEE districts also tend to be lower property wealth districts where the taxpayer cost for a school levy dollar is high. SEE prioritizes:
Part of the membership fee for SEE is based on the number of students enrolled in our district. The 2021-2022 membership fee was $6,809. The 2022-2023 membership fee is $6,988. Owatonna Public Schools has been a member of SEE for several years. |

VIII.E. 2022-2023 School Board Meeting Schedule
Description:
Attached is the proposed meeting schedule for 2022-2023. School Board Work Sessions are typically scheduled the 2nd Monday of each month, and the regular School Board Meetings are scheduled the 4th Monday of each month. Both work sessions and regular meetings start at 5:30 p.m. and they are currently held at the high school in the small group forum. The exceptions to this are in the months of December and July. There is typically just one, regular meeting those months. Note: school events occurring on or around the proposed meeting dates are noted on the schedule.

VIII.F. Minnesota School Boards Association Membership
Description:
The Minnesota School Boards Association (MSBA) is an advocate for public education, supporting, promoting, and strengthening the work of public school boards. MSBA provides training as well as policy services, helping us to keep policies in compliance with state and federal requirements. The District’s yearly dues to the Minnesota School Boards Association are based on our average daily membership of students served. Dues for 2021-2022 were $11,168. Dues for 2022-2023 are $11,215. This amount includes policy services. |

VIII.G. Minnesota State High School League Membership
Description:
Minnesota Section 128C.01, requires individual school boards to authorize membership in the Minnesota State High School League. The Resolution for Membership affirms (1) that our school board delegates the control, supervision and regulation of League-sponsored athletic and fine arts events to the Minnesota State High School League; (2) that our school board adopts the MSHSL Constitution, Bylaws and Rules and Regulations; and, (3) that the administration and responsibility for supervising our registered activities is assigned to our official school representative(s). Section 208.00 of the MSHSL Constitution found in the Official Handbook and online at mshsl.org provides that each member school shall identify a Designated School Representative and Designated School Board Member. The designees identified are authorized to vote on behalf of the member school at all district, region and section meetings whether in-person or by mail ballots. In addition, each school must identify individuals to represent boys’ sports, girls’ sports, speech and music. Schools are also urged to form a Local Advisory Committee to address MSHSL matters. VIII.H. Sixth Grade Inclusion to Kids First Programs
Description:
At the June 13, 2022 work session, Marc Achterkirch, activities director, and Sean Hughes, youth program coordinator, presented information about including sixth-grade students in Kids First Boys & Girls Cross Country, Boys & Girls Golf, and Boys & Girls Tennis.

VIII.I. Resolution Approving Continued Use of Software and the Payment of Fee
Description:
The District has been using the software program "Performance Tracking System" for special education, which is owned by Danielle Theis, our Director of Special Services, creating a possible conflict of interest. The District would like to continue to use the software and attached is a resolution to approve the continued use of the software. Note: The licensing fee for the program is an annual fee and this will be reviewed each year. Legal References:

VIII.J. 2023-2024 School Calendar
Description:
The school calendar shall be adopted by the school board each year. It shall meet all provisions of Minnesota statutes pertaining to a minimum number of school days and other provisions of law. The school calendar shall establish student days, workshop days for staff, provide for emergency closings and other information related to students, staff, and parents. Each year, our annual calendar is put together by a committee of faculty and administrators.

VIII.K. Resolution Establishing Dates for Filing Affidavits of Candidacy
Description:
The School Board may pass a Resolution Establishing Dates for Filing Affidavits of Candidacy, directing the election clerk to post and publish the appropriate notices for the November 8, 2022 election. Four (4) members will be elected to the School Board for terms of four (4) years each. The resolution is attached. Terms for these board members will expire in January 2023: Nikki Gieseke, Jolayne Mohs, Mark Sebring, Lori Weisenburger The filing dates are August 2, 2022-August 16, 2022. Posting and publishing the notice for filing affidavits of candidacy is a requirement for the election.

VIII.M. Gifts to the District
Description:
Policy 706 establishes guidelines for the acceptance of gifts to the District. As specified by Minnesota Statute 465.03, the School Board may accept a gift, grant, or property only by the adoption of a resolution approved by two-thirds of its members. Any gifts accepted of more than nominal value (more than $5), shall become property of the District (Policy 421). The gifts are listed on the attached resolution.
