Description:
If desired, items may be removed from the consent agenda by request by an individual school board member for independent consideration. IX.A. Resolution Relating to the Termination and Non-Renewal of the Teaching Contract of Probationary Teachers
Description:
Each year, Board action is required to approve a resolution terminating certain probationary teachers. This action is necessary due to financial limitations, curtailment of programs, decreased student enrollment, return from leave of senior teachers, a teacher’s temporary licensure status, and/or teacher performance. Your approval is requested of the Resolution, for the teachers listed in Attachment A.

IX.B. Ratification of the 2021-2023 Tentative Agreement with Owatonna Education Association
Description:
School District and the Owatonna Education representatives reached a tentative agreement on a collective bargaining agreement for the 2021-2023 school year on February 28, 2022. The Owatonna Education Association ratified the tentative agreement on March 9, 2022. The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and language changes. Christina Picha will be available to answer questions. It is recommended that the School Board of Independent School District #761 approve the proposed 2021-2023 Master Agreement with the Owatonna Education Association by passing the attached resolution.

Description:
The District has approximately 35 employees who are not associated with any collective bargaining group recognized by the Bureau of Mediation Services. These individuals, for the most part, are professional employees. The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and employee guideline changes. Christina Picha will be available to answer questions.

IX.D. Ratification of the Tentative Agreement with Owatonna Educational Support Staff (Special Education Paraprofessionals)
Description:
School District and the Owatonna Educational Support Staff representatives reached a tentative agreement on a collective bargaining agreement for the 2021-2023 school year on March 9, 2022. The Owatonna Educational Support Staff ratified the tentative agreement on Wednesday, March 16, 2022. The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and language changes. Christina Picha will be available to answer questions. It is recommended that the School Board of Independent School District #761 approve the proposed 2021-2023 Master Agreement with the Owatonna Educational Support Staff (Special Education Paraprofessionals) by passing the attached resolution.

Description:
The District has approximately 6 employees that are not associated with any collective bargaining group recognized by the Bureau of Mediation Services. These individuals for the most part are professional employees. The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and employee guideline changes. Supt. Elstad and Chris Picha will be available to answer questions. It is recommended that the School Board of Independent School District #761 approve the proposed 2021-2022 and 2022-2023 individual compensation and benefits packages and employee guidelines for individual cabinet employees by passing the attached resolution.

IX.H. Gifts to the District
Description:
Policy 706 establishes guidelines for the acceptance of gifts to the District. As specified by Minnesota Statute 465.03, the School Board may accept a gift, grant, or property only by the adoption of a resolution approved by two-thirds of its members. Any gifts accepted of more than nominal value (more than $5), shall become property of the District (Policy 421). The gifts are listed on the attached resolution.
