IX. Consent Agenda: Board Action Requested
Description:
If desired, items may be removed from the consent agenda by request by an individual school board member for independent consideration. A request is timely if made prior to the vote on the consent agenda. The request does not require a second or a vote by the school board. An item removed from the consent agenda will then be discussed and acted on separately immediately following the consideration of the consent agenda.

X.A. 2022-2023 School Calendar
Description:
The school calendar shall be adopted by the school board each year. It shall meet all provisions of Minnesota statutes pertaining to a minimum number of school days and other provisions of law. The school calendar shall establish student days, workshop days for staff, provide for emergency closings and other information related to students, staff, and parents. Each year, our annual calendar is put together by a committee of faculty and administrators.
Attached is the 2022-2023 school year calendar the Board is being asked to approve.

X.B. Self Insurance Final Bid Acceptance
Description:
Attached is a document from Amanda Heilman regarding the renewal for our health insurance self-insured coverage through Blue Cross Blue Shield. As described in the document, the proposed renewal increase for our self-insured plan is 5%. The renewal calculation is based on a look back of the past 24 months of claims experience. This claims experience is blended and then trended forward to reach a cost per member. This projection is then added to the fixed administrative costs of the plan to come up with a total projected annual cost. Revenue is based on enrollment in the plan which currently is at 453 members. When the total projected annual cost of the plan is compared to the current revenue projections there is a need for an increase of 5% to cover the anticipated costs of the plan.

X.C. Recognition of 2020-2021 Official School Calendar
Description:
The school calendar is adopted annually by the school board. Each year, the calendar shall meet all provisions of Minnesota Statutes pertaining to the minimum number of school days and other provisions of law. The school calendar establishes student days, workshop days for staff, provides for emergency closings and other information related to students, staff, and parents. The Minnesota Department of Education recommends that the board adopt an updated calendar when a school day is canceled. During the 2020-2021 school year, Owatonna Public Schools experienced inclement weather on March 15, 2021, and there was no school for students in grades K-5, and grades 6-12 followed their distance learning plan. The transition/planning days previously reviewed by the Board have also been noted on the calendar.

X.D. Gifts to the District
Description:
Policy 706 establishes guidelines for the acceptance of gifts to the District. As specified by Minnesota Statute 465.03, the School Board may accept a gift, grant, or property only by the adoption of a resolution approved by two-thirds of its members. Any gifts accepted of more than nominal value (more than $5), shall become property of the District (Policy 421). The gifts are listed on the attached resolution.
